From 11.59 tonight, a curfew from 9pm to 5am will be in operation on direction from the Chief Health Officer, with playgrounds, skateparks, exercise equipment and basketball courts to be closed.
There will be no removal of masks to drink alcohol outdoors after street parties emerged across licensed venues in Richmond and Northcote over the weekend.
Essential workers will require a permit, with additional restrictions on construction sites capped at 25 per cent for large projects and a maximum of five workers for small projects.
"Our performance more broadly is not good news," Premier Daniel Andrews said.
"We see too many cases...too many mystery cases. We now have 12 or 13 different chains of transmission.
"That means that this is spreading in an undetected way across the community."
Of the new cases, 17 are linked to current outbreaks, and 14 have been in isolation throughout their entire infectious period.
Five cases remain under investigation.
Exposure sites have swelled above 500 overnight including a Carlton apartment block but none have been added in regional Victoria since the latest Delta outbreak began.
