The policy — Leases for Local Community Organisations and Artisans — sets out the eligibility criteria for entering a community lease on a council-owned facility.
This policy has recently been reviewed and one of the eligibility criteria, the annual turnover threshold, has been reduced to $500,000 inc. GST per annum for community organisations.
An unintended consequence of this threshold and its reduction is that funded, not-for-profit kindergarten providers whose turnover exceeds the threshold of the policy will no longer be eligible to enter community leases when current agreements expire, or when these providers seek a new lease on a council-owned facility.
Council has approved to waiver the annual turnover threshold for Shine Bright Early Years management and other eligible not-for-profit kindergarten providers.
To be eligible, those providers must deliver funded three and four-year-old kindergarten programs from council owned sites.
Gender Equality Action Plan 2022-25
Council has endorsed the Gender Equality Action Plan 2022-25.
Under the Gender Equality Act 2020, council is required to take positive action towards achieving workplace gender equality and to promote gender equality in policies, programs and services.
The Act required council to develop and implement a gender equality plan, which details strategies for achieving workplace gender equality.
The plan has been reviewed and approved by the Commission for Gender Equality in the public sector.
A report monitoring the progress of the actions within the plan will be presented to council on an annual basis.

Campaspe Shire’s Local Law No. 9 adopted
Campaspe Shire Council has adopted the General Local Law No.9 2022, following the draft exhibition of the document earlier this year.
Council interim chief executive officer Tim Tamlin said the local law was a key document for council’s locals laws department to regulate matters of public safety.
“The local law provides council with the legal and administrative framework to ensure the smooth operation of community matters, consequently providing our community with peace, order and good governance,” he said.
Some of the matters regulated by the local law include:
- Roads, public places and council land – busking, abandoned vehicles, trees on private property, signs, consumption of liquor, placement of bulk rubbish containers;
- The environment – capturing open air burning, caravans and camping on public and council land, dangerous and unsightly land;
- Animals – the numbers of dogs and cats in residential areas, other animals permitted, livestock movements, animal nuisance;
- As well as the administration of the local law and enforcement.
“All matters detailed within the local law have the potential to impact the wellbeing of Campaspe Shire residents,” Mr Tamlin said.
“For example, an overgrown vacant block has the potential to be a fire hazard and a rooster that doesn’t belong in a residential area has the potential to start neighbourly disputes.”
The law also contains a number of attachments, covering alcohol restriction zones, and a code of practice for building and works, livestock, trading, waste, recycling and garden organics.
General Local Law No.9 2022 will be implemented and available to view on council’s website once gazetted.
