To'o and his management were due to meet with Penrith bosses on Thursday, amid reports the 25-year-old is unsettled at the three-time defending premiers.
But To'o took to Instagram on Thursday to declare he was not leaving the club.
"Thanks for all the support fans," To'o posted to his story.
"Nothing to see. Not going anywhere. No shopping here. Let's get it."
To'o's post came after Penrith CEO Matt Cameron met with the winger's manager Liam Ayoub on Wednesday to discuss the rumours.
One of the premier wingers in the NRL, To'o opted against testing the open market when he re-signed with the Panthers at the end of 2022.
In the time since his entire bridal party of Stephen Crichton, Jarome Luai, Spencer Leniu and Sunia Turuva have gone to market and signed elsewhere.
To'o remains contracted to the Panthers until the end of 2027 and would only have left Penrith if he was granted an early release by the club's management.
