The project, which was originally forecast to be complete by June 30, involves building additional turning and bike lanes, changing the layout of the intersection and installing traffic lights.
Department of Transport northern regional director Brian Westley said the works, which would improve safety at the intersection, were still progressing.
“We’re working through the final stages of connecting the traffic signals, with works expected to be complete by mid-October,” he said.
Traffic signals are yet to be installed on the western side of the Ogilvie Ave rail line to prevent vehicles from stopping on the rail crossing.
Traffic management and a 40km/h zone will remain until the traffic signals are connected and final line marking is applied.
Until works are complete, traffic from side streets will not be allowed to cross the intersection and give way signs are temporarily installed on Sturt St and Old Aerodrome Rd.
Mr Westley said works to install a right turn lane at Scott Rd on the Murray Valley Hwy were continuing, with the eastbound lane already complete and the westbound lane expected to be complete in the coming weeks, depending on the weather.
Improving the right turn lane, shoulders and drainage at Murphy Rd and improving car parking at the Wyuna rest area are complete.
The $5 million upgrade at the intersection of Ogilvie Ave and Sturt St in Echuca and the improvements near Scott Rd are both part of a $20 million investment to increase safety on the Murray Valley Highway between Echuca and Yarrawonga with the state and federal governments investing $10 million each.
