This comes as the Premier also announced regional Victoria could soon take more “small steps” forward in the re-opening roadmap if regional numbers continue to stay low.
Speaking at a regional press conference last week, Mr Andrews said masks must be worn in public across the state as long as the spread of COVID-19 remained a risk.
“That won’t always be the case,” he said.
“As soon as masks are no longer proportionate or no longer serving a purpose - once the risk is lower - then we won’t hesitate to make that change.
“We may look at some refinements between now and then. We’ll have more to say about that soon.”
From Sunday, October 11, police will be enforcing a new rule where only fitted face masks are allowed to be worn. Face shields, bandanas and scarves are no longer acceptable.
Mr Andrews acknowledged the coming months would be tough for regional Victorians when it came to wearing masks.
“I grew up in country Victoria, not far from the border. I know it can be challenging,” the Premier said.
“It gets pretty hot, very dry.
“If we can refine that a little bit then of course we’re always open to doing that.”
But the Premier said masks would remain in the meantime.
“It’s annoying, it’s not necessarily what people want to be doing,” he said.
“But if you think about the cost of wearing the mask ... compared to the benefits of not having super-spreading events that set us back and, for instance, see us having to divide regional Victoria up with all the enforcement ... I think it’s still a pretty good bargain at the moment.”
