Oberin will replace Geoff Kelly, who stepped down on Wednesday, February 17.
“Thank you for letting me have the opportunity,” Mr Oberin said at Wednesday's annual general meeting.
“I'm looking forward to working in this role to make this place as best we can a liveable, dynamic area, reflecting all the good work that has been done and the good work we can do in the future.
“I look forward to the challenges, look forward to the comradery and look forward to being involved in what is a really good organisation.”
Mr Kelly said while there were always frustrations with any role involving economic development, the positives had outweighed the negatives in his 10 years at the helm.
“It's no fluke that since C4EM commenced operation over 10 years ago the infrastructure development we have seen in Echuca Moama has been extraordinary,” he said.
“We have seen a new hospital, new bridge, $91 million in rail development and new first responder service facilities — all examples of projects that C4EM have advocated for over the years.
“Whilst we would never claim to be solely responsible for all these outcomes, C4EM helps by maintaining a strong focus on our region to ensure we get our share of the pie.
“More broadly we have worked for the development of stronger links between education, training and industry to develop and retain a stronger, more skilled workforce.”
