A confidential vote was held at Murray River Council's meeting on Tuesday, April 27, where the application was approved, five votes to four.
Cr Wise said he voted against the plans and now wanted to overturn the decision.
“I'm disappointed that council would approve a facility like this,” he said.
“I know this applicant is well within his rights, but we cannot win a battle like this now with the structure of the laws in NSW.
“I understand why they voted for it, they were doing the right thing as councillors, but instead I voted with my heart for the pups.”
Cr Wise hoped he would have support when he brought forward the motion next month.
“I'll do the best I can and I hope I'll be able to get some of the other councillors to back me,” he said.
“Hopefully one of the other four will back me and we can turn some others.”
Along with Cr Wise, Crs Tom Weyrich, Nikki Cohen and Tony Aquino also voted against the application.
Dog breeder Ashley Fenn lodged a development application with the council for a facility on Thyra Rd, Moama, that could house a maximum of 200 dogs and 120 pups.
The plans were met with criticism from animal advocates and led to a petition that attracted 38,000 signatures in February.
Mr Fenn responded to the announcement, saying he would fight back if council changed its decision.
“In the event council is unable or unwilling to approve what we think is an application compliant with the planning scheme, we would appeal the decision,” he said.
“This would be unfortunate for the taxpayers of the shire, as it would waste $20,000-$30,000 of legal fees I’m sure council could put to better use.”
Murray River Council was contacted for comment.
