With COVID restrictions preventing the event from going ahead in 2020, this year's services will have extra significance for the community.
Sub-branch president Denis Shanahan said preparations for the event, which was being planned to allow attendance of 100 people, were in the final stages.
"We've had a few meetings in recent weeks to make sure we are ready,” Mr Shanahan said.
"We are finalising details like guest speakers at the moment. We chose to put those off until the closer to the event to make sure we were right to go before brining people in."
Mr Shanahan said while it was disappointing to have a small event, it provided extra security.
"There are still some questions about events going ahead in Melbourne with the larger marches,” he said.
"Naturally we would have loved to have had a larger event and had the march through town, but by keeping things small it made it easier to plan and to guarantee we could go ahead within the COVID rules.
"We promised the community that it wouldn't be a case of myself and two police officers like it was last year, and while it will only be about 100 people, we have kept that promise and are able to do it properly.
"It means a great deal to us to be able to have a ceremony this year that properly celebrates the day."
