Aiming to enhance flood preparedness and emergency response capabilities, Greater Shepparton City Council is conducting an updated floor-level survey across key regional areas.
The survey, in collaboration with the Goulburn Broken Catchment Management Authority, will cover Kialla, Mooroopna, Shepparton, Shepparton East and North, Toolamba, surrounding rural areas along the Goulburn and Broken rivers, and Sevens and Castle creeks.
Surveying will be carried out from mid-April to mid-September in 2025 by Onleys Consulting.
Surveyors will need access to property front doorsteps to collect GPS-measured floor-level data, but will not enter homes or outbuildings and will carry identification and council authorisation letters.
Council director sustainable development Geraldine Christou said the survey was an important step in improving flood risk management for the region.
“This project is a vital investment in our community’s safety and resilience,” she said.
“By updating flood mapping and intelligence, we can better prepare for and respond to future flood events.
“The data collected will enhance the Goulburn Broken Flood Intelligence Portal, which provides crucial information for emergency planning, land-use decisions and insurance pricing.
“It will also help refine the Municipal Flood Emergency Plan to ensure our region is as prepared as possible.”
The updated survey — funded through a National Partnership Agreement for Disaster Risk Reduction grant administered by Emergency Management Victoria — will supplement data from the original Floodplain Management Study from 2002.
It will also support Victoria SES and other emergency agencies in planning and responding to potential flood events, including evacuation procedures.
The survey aligns with the Goulburn Broken Regional Floodplain Management Strategy, focusing on improving total flood warning systems, land-use planning and municipal emergency preparedness.
