The 20-year-old was seen by police doing a burnout outside McDonald's Echuca about 10.30pm on March 10.
One witness said the car was screeching its tyres at the roundabout, which forced another driver to stop.
‘‘The smoke was so thick you couldn’t see through it,’’ he said.
‘‘Then they sped off and as I was travelling up High St, they flew out of Anstruther St and almost caused an accident with another car.
‘‘It’s so frustrating these people are putting other drivers at risk.’’
The man’s car was impounded for 30 days at a cost of $1005.
He is expected to be charged on summons for multiple traffic-related offences under the hoon legislation.
Acting Sergeant Corey Holland of Campaspe Highway Patrol said it was disappointing to see people driving recklessly on our roads.
“Hooning is something often brought to our attention, whether it be an investigation instigated by public complaint, or witnessed by police firsthand,” he said.
“With CCTV, dash cameras and mobile phone videoing everywhere, we’re starting to get more evidence submitted to us for investigation.”
