United Services Union Riverina organiser Brian Harrington, based in Hay, said the motion was passed unanimously by both indoor and outdoor employees.
“Meetings were held before work at all council offices and depots on Wednesday, July 15,” he said.
Mr Harrington said the motion addressed issues including Mr Mallett’s alleged lack of communication with staff and his handling of the current council restructure.
“The motion has been sent to all councillors and the (council) general manager (Des Bilske) and calls for immediate action from the general manager in this matter,” he said.
Mr Bilske said he was unable to comment on matters involving individual employees, while Mr Mallett denied the allegations.
“Certainly I don’t agree with it,” Mr Mallett said.
“I haven’t received anything from the union, they haven’t discussed it with me at all.
“It’s an internal staffing issue that we’ve got processes for dealing with and we don’t have a policy of discussing internal issues with the media.”
Cr Tom Weyrich said unrest among staff had been simmering for some time.
“It’s absolutely unheard of in my 20 years as a councillor for a vote against a senior staff member,” he said.
“I never dreamt this could happen, and I don’t believe this will be the end of it.”
Cr Weyrich said he put in a notice of motion for the issue to be raised at the July 28 council meeting but it was declined by Mr Bilske.
