Crime Statistics Agency data, released in June, showed more than 300 fewer reports were made to police across the Campaspe local government area, with crime down in Echuca, Rochester, Tongala and Rushworth compared to 2020.
Kyabram recorded 482 criminal incidents from January to March 2021, two more than the same period in 2020.
The most common crime reported was a breach of family violence orders, with 252 reported.
Stealing from motor vehicles was slightly up in 2021 from 2020, with 225 incidents this year compared to 216 in the same period 12 months ago.
Criminal damage, public health and safety offences and other thefts were the three other most prevalent crimes in the region.
Just one public health and safety offence was recorded in 2020, with the figures for last year cutting off just as restrictions relating to the pandemic were put in place.
Some 170 public health offences were recorded in Campaspe in the opening months of 2021.
Crimes were laid following more than a third (38.5 per cent) of criminal incidents reported to police, while charges weren't laid 22.6 per cent of the time.
Nearly 40 per cent of criminal incidents were listed as unsolved.
More than 950 incidents were recorded in houses, while 687 were recorded on streets, footpaths or lanes around Campaspe.
Most victims were aged 55 or older, while 364 businesses or organisations made reports as the victims of crimes.
Most alleged offenders were aged 25-29 (291) or 18-24 (249), with 1124 alleged male offenders compared to 267 female offenders.
